The casinos should be fined much more if they let self-excluded patrons into the casino. That's a binding contract between the problem gambler and the casino, but maybe the punter should be fined as well? The problem as I see it, is that gambling money is all over the place, it doesn't take but a little bit of digging to find at least six degrees of separation from any legitimate corporation to a legitimate casino in the US.
